Dr. Tim Westley: The Leader San Antonio Needs to Uphold the Rule of Law and Protect Our Community

By Tim Westley, PhD.

February 3, 2025

As the next Mayor of San Antonio, I am committed to protecting the rule of law and ensuring that our great city does not become a sanctuary for illegal immigration. I firmly believe in securing our borders, enforcing immigration laws, and preserving the safety, economic stability, and prosperity of San Antonio. This is not about being anti-immigrant; it’s about upholding the laws that keep our nation strong and secure.

In light of ongoing protests against ICE and the enforcement of immigration laws, San Antonio must be proactive—not just reacting but taking decisive action now.

The United States’ Duty to Enforce Immigration Laws

The U.S. is a nation founded on laws, and one of the most fundamental is the regulation of immigration. While legal immigration strengthens our country by welcoming hardworking individuals who contribute to our society, illegal immigration undermines the rule of law and imposes significant economic, social, and security challenges. Legal immigrants enter the U.S. through lawful channels such as visas, green cards, or refugee status and this is welcomed. They follow the law, report to immigration authorities, and maintain valid documentation.

In contrast, illegal immigrants enter the country without authorization—either by crossing the border illegally or overstaying a visa. These individuals are subject to deportation and are breaking the law. Despite claims that the immigration system is “broken,” the U.S. has 328 legal ports of entry where individuals can apply for lawful admission. Yet, in Fiscal Year 2023 alone, over 2.2 million people were apprehended for illegally crossing the southern border. Between 600,000 and 900,000 individuals evaded Border Patrol (“gotaways”), and another 600,000 to700,000 overstayed their visas, bringing the total of illegal entries to nearly 4 million.

As Mayor of San Antonio, I will not tolerate illegal immigration. Our city must respect the rule of law and prioritize the safety and well-being of its citizens, particularly in a city that is on the front lines of immigration policy due to our proximity to the U.S.-Mexico border.

A Mayor with a Plan

San Antonio is deeply affected by immigration, and my administration will ensure that policies align with public safety, economic stability, and community well-being. Here’s how we will address the issue effectively:

1. Public Safety & Law Enforcement Support

  • Strengthen cooperation between the San Antonio Police Department (SAPD), Bexar County law enforcement, and federal immigration authorities.

  • Support ICE and Border Patrol operations to combat human trafficking, drug smuggling, and other crimes linked to illegal immigration.

  • Advocate for eliminating any sanctuary city policies that may hinder local-federal cooperation in enforcing immigration laws.

2. Economic and Social Impact Management

  • Conduct audits to assess the financial strain illegal immigration places on public services like hospitals, schools, and housing assistance.

  • Partner with local businesses to ensure legal hiring practices and reduce economic incentives for illegal immigration.

  • Secure state and federal funding to cover the costs imposed by illegal immigration on city resources.

3. Migrant Resource Center Accountability

  • Demand full transparency and accountability for the Migrant Resource Center, which has raised concerns regarding crime, public safety, and resource allocation.

  • If elected, push for its closure if it continues to serve as a magnet for illegal migration rather than a controlled, short-term assistance hub.

4. Advocacy for Border Security Measures

  • Use the mayoral platform to push for stricter immigration enforcement at state and federal levels.

  • Support policies that strengthen border security infrastructure, legal immigration pathways, and employer verification laws.

  • Work closely with Texas state leadership to align San Antonio’s policies with broader efforts to secure the border.

5. Protecting Legal Immigrants and Citizens

  • Promote legal immigration pathways and ensure that those who follow the law are supported in their integration into San Antonio’s economy and culture.

  • Ensure public funds are prioritized for legal residents and citizens, rather than being redirected toward supporting illegal immigration.

6. Holding City Council Accountable

  • Oppose city council measures that incentivize illegal immigration, such as funding sanctuary city policies or diverting resources from citizens.

  • Introduce local legislation or resolutions affirming San Antonio’s commitment to lawful immigration practices.

The Dangers of Non-Enforcement and Sanctuary City Policies

The enforcement of immigration laws is not about politics; it is about principle and public safety. The media often frames these efforts as “Trump’s Immigration Policies,” but these are federal laws that every administration is responsible for upholding. Activists protesting against law enforcement officers for simply doing their jobs push policies that amount to open borders. However, the fact remains: no one is arrested or deported if they are here legally.

Many of these protesters engage in unlawful activities, including:

  • Blocking Roads or Entrances – Disrupting public services and commerce.

  • Vandalism and Property Damage – Defacing buildings and destroying public and private property.

  • Physical Altercations – Engaging in violent behavior against law enforcement or counter-protesters.

  • Trespassing – Entering restricted areas without authorization.

  • Inciting Violence or Riots – Encouraging lawless behavior and chaos.

America is not a lawless society, and San Antonio must not spiral into disorder. Failing to enforce our immigration laws burdens our healthcare system, strains educational resources, and increases crime. Additionally, it costs taxpayers billions annually in healthcare, public services, and law enforcement expenses.

Conclusion

Enforcing immigration laws is essential to maintaining order and security. As the next Mayor of San Antonio, I will stand firm in my commitment to enforcing the law, securing our borders, and protecting our community. I will ensure that San Antonio remains a city where the rule of law prevails and where both legal immigrants and citizens can thrive.

If we fail to enforce our immigration laws, we send the message that lawbreaking is acceptable, which will only lead to greater instability. It’s time for San Antonio to prioritize public safety and the well-being of its citizens by taking a firm stand against illegal immigration. Let’s work together to build a city that is safe, secure, and welcoming to those who respect our laws.
